ANNUAL SESSION OF THE BASIS POPULAR CONGRESSES; 13th November 2005 Last Thursday in Sirt City, the secretariat of the popular Congresses of the Shabiyats in the Great Socialist Libyan People’s Arab published a decree bearing on the organization of the next annual session of the basic popular congresses. Considering the decree of the law Number 1 of the year 2001 concerning the popular congresses and the popular committees and its executive memorandum and considering the conclusions of the meeting of November 8, 2005, the secretariat of the popular Congresses of the Shabiyats issued the following articles: Article 1st:  The date of the meeting of the basic popular congresses in its annual session for the current year 2005 will be fixed as from Saturday November 19, 2005 and this, until the final completion date of the debates on the agenda. The meetings will begin each day as from 16:00 pm and will be completed at 20:00 pm. Article 2:  The students and the producers will organize their meetings in their places of permanence (School institutions & Companies). Article 3:  The secretariats of the basic popular congresses must take the responsibility to prepare the suitable places for holding meetings. The members of the congresses, men and women, must effectively take part and also ensure in it the starting of the audiences in the places of the meeting that it is in the school institutions or in the companies or others. Article 4:  The popular congresses of the Shabiyats hold of the meetings to collect the resolutions of the basic popular congresses as soon as those complete their work.    Article 5:  The application of this decree is done as soon as it is broadcasted in the official journal and newspaper like in different other media.   The Editorial Board
