FIRST GENERAL
PEOPLE’S CONGRESS FOR AFRICAN YOUTH AND NON-GOVERNEMENTAL
ORGANIZATIONS INSIDE AND OUTSIDE OF THE CONTINENT
ADOPTED TEXT / TRIPOLI DECLATION
ON IMMIGRATION
We, the African Youth and Non-governmental Organizations in our
first General People’s Congress for African Youth and
Non-governmental organizations, inside and outside the Continent
under the sponsorship of Colonel Muammar El Qathafi, being hosted by
the Libyan Youth Union in Tripoli city in the Great Socialist
People’s Libyan Arab Jamahiriya from 26th February to 1st March
2006.
We have deeply studied the phenomenon of the immigration of the
African Youth and the situation of African youth immigrants has
stretched over painful periods of time. We disapprove of the hateful
colonization faced by our African continent and what occurred to
through looting and robbing of its resources, wealth and abuse its
natives, a matter that has pushed the African youth in search for a
better life in the natural human movement enforced on them by the
cultural, economic and human changes witnessed by the world.
We have examined causes, consequences and reasons of immigration,
mechanisms to its solution, rights of immigrants and their families
and the concerned international and regional charters on immigration
and also on human rights.
In general, we have agreed in principle to make it clear, undertake
to investigate, explore and implement all possible, innovative and
radical solutions to the root causes of immigration and the
protection of Immigrants rights in general…
1- Spread of peace, disarmament of armed strifes, oppression and
use of force in national and local crisis inside African Continent
and the African Union should hold its responsibilities on this
matter
To call African Union and its Institutions to place the issue of
immigration and African immigrants’ rights in its firm concern and
search for as well as commit unlimited mechanisms and resources for
it .
3- Call the international Society in general and European Union
in particular to assist the African continent in form of tangible
finances to realize lasting development in providing domestic
developmental projects which shall increase real chances of
employment to African youth and better their income and raise their
standard of living as well as productivity.
4- The need for international society’s commitment to instruments
such as the international charters, principles and laws on human
rights in dealing with the immigrants.
5- Total rejection on leveling crime of terrorist and criminal
against law abiding African immigrants and condemn all measures
taken to such actions of injustice.
6- Protection of African immigrants and rejection of racism
against them and condemn projects of European laws proposed before
French parliament Known as “SARKOZI”.
7- Call upon the European Union, to undertake the ratification of
the international agreement on protection of immigrant workers and
their families’ rights.
8- The African youth and civil society organizations will act
local, national, regional, continental and international levels to
resolve the phenomenon of immigration and concerns of immigrants.
