Agreement for oil products Pipeline Project signed

Kampala, 20.03.2008(JANA) In the presence of the Leader of the Revolution and the Presidents Yoweri Museveni of Uganda, Mwai Kibaki of Kenya, Paul Kagame of Rwanda, Pierre Nkurunziza of Burundi and Abdullah Yussuf of Somalia, an agreement for the establishment of a pipeline to transport oil products between Kampala and Kigali was signed and establishment of Libyan-Ugandan Company to implement the pipeline was declared in the Ugandan capital last night.

The pipeline is 580 km long.

The Libyan Oil Holding Company was awarded to implement the pipeline to supply Rwanda, Burundi, Sudan, Democratic Republic of Congo and Tanzania with oil products.

The company will start, next month, the required technical, environmental and economical studies to implement the project. 

Chairman of the Board of the Libyan Oil Holding Company delivered a presentation on the different phases of the pipeline implementation.

He said the positive economic outcomes of Libya-Africa Investment Portfolios in the African countries, by the virtue of the Leader's advices, started to formulate a materialized stage of economic change in these countries, which will consolidate Africans' knowledge and scientific capabilities.

Chairman of the Board of the Libyan Oil Holding Company clarified that the strategic oil projects being implemented by the company within investment backage in Africa will be in the interest of the Libyan people and the African people as well.

President Museveni renewed his pride of the deep relations with the Leader of the Revolution since their first meeting in Libya in 1981 and their continuous spiritual, intellectual dialogue; underlining in this respect that the Leader of the Revolution has always been keen to get him acquainted with Islam and that the Leader dedicated him a copy of the holy Qu’ran several years ago; he said they discuss the holy Qu’ran whenever they meet, indicating that construction of the Grand Mosque is an outcome of this dialogue.

President Museveni reviewed in his speech Great Jamahiriya's continuous support to Uganda through a series of economical projects, especially in the field of investment. He said Great Jamahiriya is keen to manufacture indigenous raw materials to achieve high revenues from its investment projects in Uganda.

President Museveni gave an example of two Libyan investment projects for coffee and cotton industrial products. He said (Libya, by its investments, will assist us to construct cotton refining plant in order to improve cotton prices from one dollar for exported raw cotton to 10 dollars for locally manufactured cotton. Libya will also invest in coffee industry; establishment of coffee factory in Uganda is underway. Besides other Libyan investment in telephone communications.

On his part, President Paul Kagame of Rwanda highly appreciated this common African work, which will contribute in confronting a lot of challenges and in realizing economic integration between these countries. He said “I would like to thank you for your diligent work to put these projects into actual implementation. I would like to thank you for this constructive work that will help us to confront a lot of challenges and help us to realize economic and official integration between these countries”.

In the signing ceremony, the Leader of the Revolution stressed that the people's revolution has now started to bear its economical fruits and the common economic work will continue by the virtue of the fraternal spirit, confidence and the common work during the liberation struggle stage.

The Leader of the Revolution expressed his pride and delight that the African work became to impose itself in the most important fields, which is economy, through African-African companies and cooperation of the African countries, after foreign colonialist companies' monopolization of this field finished.

The Leader of the Revolution reaffirmed that Africa will be strong with its economical progress by actions not by words.

He stressed that sincere political will in the African countries, leaders of which are attending the signing ceremony, made the work a materialized fact by belief in the African unity and unity of its capabilities and investment to wage the battle of transformation from backwardness to progress and improvement in the interest of people of these countries.

He clarified that absence of such sincere political will led to failure of similar projects in other regions in the continent.

The Leader of the Revolution stressed that absence of African political will despite available material capabilities, made Africa not to be a strong continent like Europe, America and China.

In his speech, the Leader of the Revolution hailed the Libyan side, which, in line of Libya's duty towards its continent, challenged lots of difficulties and adopted difficult projects in closed courtiers, because of a lot of countries, companies’ investments were not encouraging.
