It
is a pleasure and I am happy to be among you and to meet the
brothers in Senegal, you who represent the spiky force of
Africa.
I here speak to
President Wade who is a professor before being politician or
President. He is among the wise African people. I greet the
Senegalese people; I thank them because once again they
granted their confidence to their President. I am taking
this opportunity to sincerely tell you that Africa has
considerable means on the human level but it remains deprive
on the material level.
Colonialism
plundered the richness of Africa and the colonists treated
Africans like animals. They colonized us; they divided us
and reduced us to their goods. They gave European names to
our cities and villages. They separated us without enabling
us to progress. And they do not stop plundering our
richnesses.
Africa knew
difficult periods in its history and few Africans had
progressed and studied like KWAME NKRUMA. Some like LUMUMBA,
MODIBO KEITA, JAMAL ABDEL NASSER, AHMED BEN BELLA, SEKU
TOURE and SENGHOR had the possibility of studying and to
progress.
This group
directed Africa towards liberation and independence, what
does it occur afterwards? Colonialism tried to liquidate
these elite of African leaders; it is like there were no
other alternatives of a real independence from the point of
economic and political view, I mean there was no
independence under western hegemonies. With the result that
Lumumba was liquidated, Nkrumah and Modibo Keita overthrown;
there was 60 attempted murders against Jamal Abdel Nasser.
There were thus a whole
conspiracy
and a whole plan to liquidate and to overthrow these leaders
who had a future vision for Africa. This is what leaded the
African continent in a phase of instability and military
putsches.
From this
moment, there was a bankruptcy on the political level
because the putsches brought into the power military
generals and fascistic officers without ideology or culture
and which behaviours were only reprehensible. People were
unable to face that and it followed with military
dictatorships all over Africa in the Sixties.
During decades,
Africa has endured difficult moments at the edge of the
political and ideological ruin because of the hold-up of the
putsches. No one of them at that time thought neither of the
development, neither of the transformation or economic,
social, education and health progress. Africa was abandoned
to itself, children with no vaccinations, the diseases and
the populations which were used as guinea-pigs by white men
to try out their new drugs. Africans were regarded as
animals on which any whites could experienced new
therapeutic techniques [...] HIV/AIDS virus is also the
result of experimentation on blacks. CIA manufactured it in
its laboratories of bacteriological weapons, it created a
virus which they tried out on blacks in Haiti and Africa;
for proof, and they cannot face this reality and diverts the
attention of the world by saying that in fact the African
monkeys transmitted this disease to the world. This is to
dissimulate abominable acts... they tried out the HIV/AIDS
virus in Africa; they cannot also deny that they
exterminated the red skins in America, the autochthones of
that country. They wanted also to exterminate black skins in
Africa to give their lands to their people in order to carry
out their abominable and diabolic objectives. They did
everything to make it possible with their African agents, to
control the African people by putsches and conspiracies.
You follow
nowadays the din made on Zimbabwe... and why, because Mugabe
wants to recuperate the lands plundered by the whites to
give back to the blacks. This is the problem! They consider
him for insane, dictator, terrorist, enemy of humanity, they
described him with all the names, they want him to be this
president who lets the colonist do what they want in
Zimbabwe and that he remains as a simple and formal
president. But he is a president who wants to liberate his
country. That is why he is wanted; they supported presidents
who made putsches, who do not think by no means of their
country, this shows that they do not want real presidents
who have the will to face colonialism and imperialism.
We face in
Africa this group of workmen on duty of the colonialism who
only govern to fill the gap. These are agents who are at the
origin of civil wars and of the problems from which Africa
suffers. This harmful colonialist policy led to the
liquidation of Africa. It is not possible again to find men
like Jamal Abdel Nasser, Ben Bella, Kwame Nkrumah, but we
can find Generals and officers without political ideology or
culture. Since the death of Lumumba, Congo continues to face
difficult period. Lumumba when alive wanted to liberate his
country from the influence of European colonialists. Congo
always lives in a state of instability... Nevertheless,
there are great men as President Abdoulaye Wade,
praiseworthy to rule his country. I thank the Senegalese
people to have re-voted him for a new presidential mandate.
I will tell you
that step by step, it is appearing leaders more efficient
than the preceding presidents, because the African people
are more conscious, moreover we are involved in the
data-processing revolution. The satellite chains transmit
information in direction of the African populations to awake
them. The leaders, in spite of them are constrained to
follow the progress of their people like their requirements.
I will say to
you that the colonialist intervention still persists in to
block the advancement of Africa for proof, since 1963, with
the presence of the elites I spoke about before and the
founders and liberators who founded the OAU till the advent
of the African Union in Syrte on 09/09/1999, Africa is still
at the same stage. This means that we meet periodically but
without carrying out anything. During 40 years, Africa did
not progress. Nkrumah recommended the African Union, but no
one took it seriously, from where the failure of the
Organization of the African Unity (OAU). Then it follows by
his elimination as well as the other leaders.
In 1963, we did
not carry out anything. No African unity whereas Europe
unified. There were data-processing revolution, the era of
space, of the atom and Africa is still remaining in the same
situation. This is why we planned to transform the OAU into
African Union. I even proposed an African federal government
equipped with African institutions. Some leaders are only
listening to the colonizers and only receive orders
overseas. They said all-right to set up the African Union to
replace the Organization of the African Unity with
institutions such as Parliaments etc... So that this union
plays its role and achieves its mission. Then, the African
union came in 1999; it is following with the central bank,
African monetary fund, African court, executive board
council, of African defense, etc...
Anytime I have
the opportunity to meet the African leaders, I underline the
need for applying what we decided such as the African
charter. They gave their agreement in this respect, but
until now, the amendments of this charter haven't been
approved. I called the presidents of the Parliaments in
Tripoli and I asked them why you did not approve these
amendments. They gave evasive answers. Imagine a Parliament
which, for three years has not held only one of its
sessions...
I tell you
realistic things. African countries have greatest means with
foreign interests, interests with America, Europe, China,
India. But these African countries are not enthusiastic as
for the realization of the African unity, they make us waste
our time. Look since 1999 in Syrte until 2007, eight or nine
years have ended and nothing has being carried out. The
Institutions which we provided are broken down, such as the
central Bank we did not carry out our currency like Europe
which carried out Euro. It is the same for the African
Parliament always in crisis, we proposed the creation of a
common African army to dissuade the enemies, but nothing has
being done.
We proposed the
United States of Africa following the example of the United
States of America. They gave their agreement but we are
still waiting for the achievement of this objective. We also
proposed the creation of an African army of at least two
million soldiers to defend Africa. They spend 14 billion for
fifty African armies. This is why I proposed the creation of
only one army for all Africa but they are afraid of this
idea.
When
journalists ask me the question: what is your position for
Africa? I answer them that when a car break down into sand,
it needs to be pushed by behind in order to start it again,
I am among those who push this car so that it starts again
whatever the driver. Sure, with these efforts, we decided in
Addis-Ababa that the only agenda of the next African summit
will be the possibility of setting up an African federal
government. We must reach that point in a few months we will
meet in Accra, capital of Ghana to explain this historical
mission as people and spiky forces, men and women, young
people, intellectuals we must make hear our voice near our
governments to put our objective into practice. In this way,
we pressurize any African country which blocks the march of
Africa and which opposes our unity. It is necessary that we
set up an African federal government in Accra. We make hear
this voice in Senegal.
I have got the
honour to attend the last year celebration of the 46th
commemoration of the independence of Senegal, I said that it
needs to set up leagues and associations of the victims of
colonialism and who fought for the French Army in order to
take advantage of the rights of these victims by
compensating them in front of the material and moral
prejudices.
Since the
advent of the revolution in Libya, we did not stop claiming
compensations from Italy for its colonial period in Libya,
however Italy is actually friend of Libya and it is against
Fascism, against the colonial period. Its positions towards
Libya are good at the international stage. On the other
hand, we pointed out that Italy colonized Libya from 1911
until the end of the Second World War. It killed out
hundreds of thousands and deported thousands of Libyans from
Libya. Our ancestors do not know what Libyans exiled and
disappeared in colonial Italy become; Italy presented
official apologies for this period of colonialism. Thus,
Italy is the first country to officially present its apology
to Libya then it was agreed that Italy should compensate the
Libyan people for the losses and the damages undergone
during that period.
Italy is more
or less embarrassed; it fears that France comes to say to
him: you made a preceding great mistake while agreeing to
compensate your colonial period. Thus the African countries
will claim compensations to France for its colonial period.
We came to a compromise with them to a formula of
compensation: modern construction of hospital by Italy on
behalf of the Libyan people, we will sign a treaty with
Italy with this intention. I would like you to form in
Senegal leagues of the victims of the colonial period so
that each family of these victims can claim her right to the
compensation for the undergone damages. It would be
necessary that you constitute yourselves in leagues and
associations to claim compensations.
Now, they are
telling us that immigration is illegal; Foreign Ministers of
the European Union came to Tripoli and we met. They said
that the Africans invade Europe clandestinely. I said to
them that you came to Africa, you took gold, diamond,
copper, and our richnesses... you must restore them to us if
not we will come to find them in Europe.
It needs for it
that Africa should have an African government with its
ministers and its representatives who speak on his behalf. I
would like that you start as of now working in the leagues
and associations to require compensations so that you
encourage the African people ex-colonized to move in the
same way. I would like that the pressure starts in Senegal
and Libya before the Summit of Accra to campaign for an
African federal government, a common African market, a
central bank of Africa, an African currency, African
ministries of the trade and Foreign Affairs. We should not
waste time!
Some
governments wish that their people fall asleep. What
satisfies Europe and our children die of hunger and
diseases, they want to create us problems to send to us
rapid force deployment to re-colonize us.
I thank
President Abdoulaye Wade who gave me this opportunity and
thank you very much for the honor you granted to me by
listening to me.
