Statement of the Leader of the Revolution with the Secretary of General of the General People's Committee for Education.

In the name of Allah!

Welcome to you.

I have previously met with the General People’s Committee for Higher Education, and you must have heard what I said to them.

Anyhow, it is the same subject based on the fact that the people's management which is without another agent is to take the oil money which is the only source of wealth in this country because - praise be to Allah - we do not produce any thing except oil. This oil is owned by all Libyans and none other than them owns this wealth.

In other countries oil is owned by ruling families... in Arab countries and in other capitalist countries where oil is the property of private companies that explore it. Here in Libya, supposedly oil is the property of Libyans, the people's management and before it governmental management before the revolution own oil revenues, accordingly it is supposedly to provide services and take care of production for the people with their oil money.

This people's management - or whatever you name it, state or people's management or in the end even the General People's Committee and its another affiliated administrative bodies want to give up this responsibility, perhaps because it failed or because it has no right to win the country's wealth and spend in under justification that it serves and provides services and production to the people.

The state or the people's management or the government in the traditional system, carries out agriculture, industry, marine and livestock wealth, education and health... from poultry breeding to running and constructing airports, all that is done by the state.

Even food and drinking, it provides food supplies, medicines and others, it creates an administrative body to carry out this service and production operation. This administrative body naturally when everything is taken care of by the state and owns all the wealth will become very huge.

A small country, like Libya, with one million employees; at the same time, there are five millions others who receive their salaries, in a way or another, from oil revenues. There is cheating to get this wealth by various means and possibly three quarter of it is illegal.

Everyone is working to get a part of this oil by any means; "The end justifies means”... the end is to get this money by any means even illegally... prohibited or not... this is what going on. We know of all these things.

Therefore, such unique wealth, which is very important and precious for the people, can never be left in the hands of this administration; oil wealth must be directly delivered to the people; it is theirs; this is unquestionable issue.

You gave money to somebody; and you asked him to take your money and spend some of it on you; later he would come to you and say no! Take your money; I can't spend on you... go away! How will you discuss with him? He might say "I will never spend on you; I don't want to take your money; take your money and manage yourself. You know how to spend on yourself; especially, you distrusted me after you had given me this money and asked me to spend on you. Each time you say to me: you stole it; you did not spend it in the right way... you are not capable... you squandered it... take your money... I have nothing to do with this matter!"

Of course, this was called the source that had been irrigating all corruption, parasites, and all problems and spoiled the society.

The country failed... the country did not fulfill that thing... the people's committees failed... the people's committees steals... the people's committees makes fun of us... the people's committee have not implemented our resolutions .. They sent this person to study abroad at the expense of the country, because he has connection; this country is for all of us; give us oil; oil is for all of us. How come you son is studying abroad and my son is not? This person has received medical care abroad; why not me? They gave this person a farm; why not this one? The state gave this person a house... this person has not been given any yet. They employed this person, but they have not employed this. What are the reasons behind all of this? I believe the reasons are bribery, favoritism and connections... all of these are corruptions; yes they are.

In their recommendations, the people’s congresses always condemn the people’s committees. At no session regardless of its level, had any people’s committee been commended. The comments are always "negligence", "not doing the job probably" and so on.

This negation is always the case in all sessions of the people’s congresses. Given that the authority is in the hands of the people which irreversible, now that the whole world is shedding the governmental authority in favour of the popular and the jamahiri society.

Given that all government systems are distrusted, therefore the government should be abolished and the whole society becomes a civilian society and this is what should have been done... but we are yet to reach such level.. We are not serious... this has nothing to do with ideology or theory which the whole world moves toward.

From the time we declared in Libya that all secretariats and official administration must be cancelled which in Libya is people's administration... All governments, newspapers, intellectuals and writers from Egypt to France have said this is the right thing.

The French president himself said, it is right… how did this government come about... This an old heritage, why do not we reconsider it? This administrative apparatus, what can we do with it? This, we inherited and shoulder, why should we be quarrelling about it?!

In Kenya about one thousand people died for power to be a minister for agriculture or for education or for health? All this should be cancelled, so that people do not fight each other.

In Egypt - our brothers in Egypt are good at making jokes- newspapers said it is right, we wish we could do like what they did in Libya. What is the use of government other than to receive the president at the airport... the Prime Minister gets mad when ministers do not receive or see him off at the airport. You can see jokes about government, it is rejected.

Power is disliked, despite that when people are given that power, they do not care about it, like what is happening in Libya Authority is available for all, while in other countries people fight in order to reach power. Masses march and topple the government and another government comes and does no thing, so they say it is a rotten one, it is our fault and it must be removed, carry out another revolution or coup or even assassinations, then form another government, so the world stays in a vicious circle; struggle for power is an existing political crisis worldwide.

So long as the authority is in the hands of the people, the wealth must also be in the hands of the people... we have tried all these; the popular administration made by the people was not able to fulfill the demands of the masses.

The people took up the authority and set up popular committees to implement their decisions and provided them with oil funds entrusting them to certain tasks, but at the end of the day they were accused of not doing what they had been tasked with and blamed for robbing public money like what happened in Benghazi where a man embezzled 600 millions just because he runs the Peoples Committee for Finance… whatever audit bodies you set up it's no point particularly when you have a public sector with a million employees. The CEOS of banks had been tried because they granted loans to their clan relatives... these banks belong to all Libyans... they failed... let us get rid of them.

There are clan favoritisms in education… some are granted scholarship to study abroad some could make it... even when criteria's are made, one who obtained 60% goes abroad while another with 90% will not. These practices are still there. In election for the committees some bribe the masses in order to be elected... election in this manner has no meaning. There is a need to tackle the hotbed of these decadence and evils that's to place the wealth in the hands of the people.

People's administration that represents the state has specific responsibilities... masses select a people's committee for foreign affairs and international cooperation and so forth. All international relations are distributed on a number of people's committees; it must all be under one hand... that is foreign relation.

Security, masses are in need of security... yes, we have to establish a security apparatus, so you feel secure when you leave your car in the street or you leave your house or shop opened and no one break them down. If some one attacks you will find security to arrest and punish the attacker, all people must feel at ease and secure because there is security.

Defense is also the state responsibility that involves all people, but there must be a people's committee to set up defense plans and people must be trained on how to use different arms in order to carry out these plans to defend this or that place or area.

Justice; people must feel that there is justice, that there are courts and prosecutors to carry out the law which must be issued by all people and be subjected to it , sacred law because it is issued by all people.

I believe that the entire world is heading in this direction... This is the era of masses and the predictions of the Green Book will inevitably become true, the Green Book is not for Muammar al-Qathafi... It is the digest of study, analysis and deductions of the history of the world, humanity and peoples…

Why wars are waged? Why revolutions erupt? Why some people are happy and some are not? The need is a reason... the power... that is weaker? Who is stronger? Who rules and does not?

Fighting for power has been in existence since societies were formed. Fighting for power will end when power becomes in hands of all people. When power becomes in the hands of all people, there will not be anyone to be deprived from it; fighting will automatically end; there will not be any possibility for fighting; who fights who! Who opposes who when we are all in power?

Therefore, we want to feel this power; we want our performance to be good; we talk to each other; there is no one to govern us.

The word "government" is undesirable, the ruler and the ruled, government and people; these are very old expressions and are hated; even their mention is disgusting. The people should assume responsibility and build the society they want.

As we said, there might be other sides, like public utilities, which can be left to general administration. For example, people cannot handle sewage system works, even if they are given money. They cannot make irrigation system for Great Jamahiriya similar to the great man-made river; or an irrigation system for any country; we can't; this can be done by the country or a sewage system of a city… any city of Great Jamahiriya. Perhaps people cannot at the moment, maybe in future. They collect money and establish joint-stock companies; or they call a foreign company and collect money to carry out such works; this is possible.

There are utilities like seaports, airports and roads that can be handled, for the near future, by the administration or can be left to it and the rest must be abolished, since we do not need them anymore.

Afterwards, the prices become real, spending become real so is the economy; that means how individuals and families spend their income to be real.

For now, we are counting on the state; the state is not God, who gives abundantly; and whenever we are in need we ask Him for help, but the state cannot afford more than what is possible... that means we have nothing, but oil. We you say, for example, the income is ten billion dinars per year, in that case the state cannot afford any extra demands, but God is able to give you ten or twenty billion dinars.

We come to education... as we said about higher education, the educational costs are very high and the yield is poor... pupils go through the process from nursery up to university at the states' expense, then many drop out because of failure of the system… having enforcing mandatory education, though some do not have a desire to be educated.

As you know there many genius peoples who had no education… some make inventions like electricity automobiles phones etc. The forcible education made the students go in the same path and some drop out at the earliest possible chance.

When the state is free of responsibility towards education some could decide not to go to school and excel in different profession. As I told you I know a colleague who was not doing well at school he often was subject to making fun of. He became the best director.

So we should not force students to go school if they choose another profession. If someone wants to become bee-keepers let them be so. This can happen when the money of the education is in the hands of the people.

Once I entered an auditorium at the Faculty of Medicine in al-Fatah University and sat on a chair beside students; I saw a teacher from Bangladesh who was teaching in English; there was a student beside me, who was trying to write and follow the teacher just like the other students doing; he wrote a word or two then he stopped; perhaps there were students who continued. After that, I asked him why he stopped. He said that he couldn't understand anything. Should I tell the teacher that I couldn't understand anything, he asked. Will he repeat for me, given that some other students understood, he said. In order to continue studying, he started to have private lessons.

Now, we are referring to the fact that the number of the private teachers is more than that of those in our educational institutions. The teacher gives you lessons at school, university or institute, then he gives you lessons at home; we bring teachers at home to teach our children in the evening. They do go to school; after they return back home, we bring them a teacher for private lessons.

The teacher receives a monthly salary - I don't know how much it is - then he passes by our houses to teach our children for money… He collects two or three salaries instead of one, but we are forced.

Since the matter is like this, why you don't let it to be the solution. All of you can go home, and take money and let the teachers come to you at your houses; then we agree that we can manage ourselves in this street or village.

Then you will be in need to form true people's committees. The people's committees must be true, but now they are distrusted, because this person was supported by his tribes; this person by connection; the Liaison Office at the Revolutionary Committees behind that person because they know him.

After all, this will end... When we need a people's committee, which is not related to the state's official administration, we have to make it true people's committee that belongs to us. We need somebody to manage education affairs in this street... to arrange how to bring teachers to our children; how our children go to teachers; at that time we select that person. In this way, true people's committees are possible.

We take the money to the store, but we discover that the prices are very high... as they now say, you give us money they hike up the prices... you are not obliged to buy from them... Every group of people may set up a cooperative or a special committee for importing goods from abroad thus a real popular committee if formed.

We say to the committee go and buy goods that our neighborhood needs, or you can just do it online... where you will be able to know the real prices... let the store keepers close down... thus we will have a real popular committee.

I think the world will at some points come to this… all traditional outlets will be brushed aside in the face of the modern age… and individual consciousness of human activities and needs require new flexible and popular frames.

Now, we have about one million students at the basic-education level and 50 thousand classes; that means a class for each twenty students; this is Ok and comfortable. We have 85 thousand basic-education teachers, who are staying at home and receiving salaries as well as twenty thousand intermediate-education teachers, who are also receiving salaries; perhaps we don't need them. Together are more than 100 thousands and they will increase, of course! The total basic-education teachers is quarter million; when we divide one million by quarter million, we find out that there is a teacher for each four students; this doesn't happen in the world.

This rate cannot be believed, anybody in the world may say; the rate should be a teacher for thirty students; it is reasonable rate. In other societies, the rate is 50 or 100 students for each teacher. Four students for each teacher are not acceptable. If each four students have a teacher, then they will understand everything; in one year, they can complete their study in the university or in the secondary school. The total number of students in the intermediate schools is about 100 thousands and the number of teachers is 80 thousands. This means 8 teachers for 10 students; how does the result look like? The students are weak; they don't understand the Arabic language; they succeed by cheating and connections; on the other hand we import thousands of teachers from outside and pay millions for this education system. No! No! We don't want it! You, the guardians, take the budget, take your money; you can bring a teacher from outside or inside; you can provide a teacher for each student; or you can bring a teacher for each 50 students; you can do whatever suitable for you... you are absolutely free.

Old frameworks did not work. It is irrational that there is one teacher for every four students, and for every ten students there are eight teachers. The number of schools in the primary education number 3000, and 800 in the intermediary. Upper institutes have 3000 students and 300 teachers or one teacher for every 30 students which is in line with international standards. But we are accustomed to having one teacher for four students.

The number of universities is 12 with a quarter million students and 9000 teaching staff or one professor for every 10 university students.

But in real terms, this does not exist we have 1000 students with one professor, where is fault. It could be the people’s committee... it changed several times but the problem isn't the people... it's the system which does not work.

The state is sending thousands to study abroad only a small number return... maybe each has a reason to stay over, but should Libyan education pay for teaching these students for the benefit of Italian, American or Canadian peoples. May that those who stayed over found things they could not have here... but those who returned deserve reward.

Therefore, what is the advantage; we are loosing... we sent our sons to societies that keep them... attractive societies... or attraction society... we are repulsion society. We are getting tired and paying millions of the oil wealth to other societies.

Of course this is the faith of the third world; a person in Chad studies atom! What kind of atom in Chad? He must stay in a country where there is atom. Another person from Djibouti studies space! What kind of space in Djibouti? He can go to NASA to employ him.

But when you spend on your family and on yourself and already you have taken your share of oil, you can decide whether you study inside or abroad... you can take your family along with you if you like, or you go alone to study and to return back to them when you finish.

But the question is: Will he return back to his family? Will he return back to the country? The country! What can I do with it! I took what I wanted from it! After all, the country can go on without me. I better stay abroad.

But the matter is completely different when your family spends on you; you will return to your mother and father who spend on you. It is supposed that you will hand over four thousand schools to people... to their teachers; you have 404 thousand teachers; all people have money and can deal with these teachers and these schools; the state or the society will give, for free, these buildings and their equipments as well as these teachers, who have been qualified at the expense of the society. This is the right of the people... They studied by the virtue of their oil; the schools were constructed by their oil and so are the universities. No one can ask them to pay since they become private as some people may say.

No! If we wish to hand over this school to people... i.e. the teachers, who have been teaching in it; then it becomes private; they have to pay its price to the society, No... No... The society built this school from oil revenues... it doesn't matter; you take the laboratories, auditoriums, air conditioners, furniture and electricity as they are.

I think that the General People's Committee, after studies carried out by the General Planning Council and the Planning Councils in the Shabiyates and experts, is working to hand over these educational institutions in good conditions; if classes are not enough, we have to tackle this thing; we have to repair the educational institutions if there is any to be repaired in order to hand them over to the people in good conditions.

We, in this group, will teach our children in schools that belong to us... or this faculty; we will take care of it because we have money... oil money used to be managed by the state in exchange for the service; it was not working so it gave us the money to run these schools properly. These schools will function right because they will be our possession, where our children will learn. Right now, they are state-schools; who is going to care for them; who is going to maintain them; who is going to fix conditioners, electricity or toilets. We say we have allocated money for them; so where is the money; they say they are gone.

When one looks at oil money, one would find it is stolen in billions because of actions pursued by the official administration. This people's administration is considered official; disposition of this money is the mistake; it should not dispose of this money, because it will spend it on papers, stationery and cars, which are used for personal needs.

This fleet of cars devoted for employees is huge... If you ask one of these employees: Where are you going? He might reply: I am going to work. For sure, he is not doing so.

Streets are full of state-owned cars. Streets are not supposed to be crowded during the working hours. Why are they more crowded in the midday; in the working hours? That means all employees are in streets. Similarly, all telephone numbers are busy in the morning. This person is talking the baker; that, with his family and so on... Work telephones are used for personal purposes; this shouldn't be allowed. But, who can prevent this thing? Who can enter into your office and prevent you from using its telephone, but only for work needs. The society provided you with this telephone to carry out your work in the interest of this society; not to use it for your family and your own good. In other countries, office telephone is only used for work; but here, does any body care about this? Who can force you to do so?
