While
handing the organization's shield to the leader of the
Revolution, the Executive Secretary of the African Trade
Union honoured the Leader, Muammar al-Qathafi addressing the
Leader in front of the African workers
“We are
honored to dedicate you this shield; we honor you with the
high custodian shield of the Organization of African Trade
Union. This shield has never been awarded to anyone. We
congratulate ourselves that you accepted this shield. I
would like to hand you this shield.”
you
selected the national revolutionary path, by which you
liberated the Libyan workers and made them partners and
owners after they were wage workers and slaves of their
bosses in those companies.
The
Libyans, who were workers, are now absolutely supporting the
Great al-Fatah Revolution, because it changed them from wage
workers into partners.
Your
country is willing to assist the Organization of African
Trade Union to build and equip its meeting halls and classes
at the Faculty of Kwame Nkrumah for African Labour Studies
in Accra, Ghana. In this regard, the organization would like
to name this hall as well as the classes with your name.
The
Great al-Fatah Revolution provided the complimentary
education, medical care, residence and insurance to all
Libyans; this achievement is unmatched in Africa. You played
a key role in supporting the liberation movements in Africa,
Europe and Latin America. You proved that you are a Leader
liberating oppressed people everywhere.
Your
unitary accomplishments in Africa are known to all. You are
supporters of African Unity and seek to speed up economic
integration in Africa. Hosting the historical extraordinary
OAU summit on 9/9/99 in Syrt led to the ratification of Syrt
Historic Declaration that resulted in approving the basic
statute of the Great African Union during the OAU summit
held in Lome, then the establishment of the Great African
Union in 2002 in Durban in South Africa.
The
great majority of African peoples and workers felt very
disappointed that you yourself had felt when the African
Summit in Accra failed to set a specific date to form the
African Union Government. But our comfort lies in the fact
that the African Federal Movement can not be abandoned and
it is only a matter of time.
We
pledge to bring this dream into reality through
establishment of the African Federal Government, very
shortly. For the great achievements you have realized in the
favour of the Libyan People, we are honoured to dedicate you
this shield and honour you with the High Custodian Shield
of the Organization of African Trade Unions.
We
congratulate ourselves that you accepted this shield; and I
would like to hand you this shield, the Cloak and the Chair
of the African Leadership. Thank you!
The
President of the Organization introduced the leader to
address the conference in these words:
“Brother and great Leader.
I was
always lucky in many times to have the honour of introducing
you to your Academics brother at Khartoum University being a
professor at that university during that time I was Deputy
Rector and you accepted to be a member of its teaching
staff. I seize this opportunity to say to you that your
brothers there are looking forward to lecture them in the
very near future. I am here among these African leaderships
that came here from all countries of the continent which are
proud of belonging to it. Today they are eager to hear your
guiding speech since you are one of the references of this
Ummah. These leaderships are eager today to hear your
guidance and directives. Thank you O' Brother Leader....”
The
leader speech;
“In the
name of Allah!
Welcome
in your country Libya. I would like to greet attendance of
these active forces represented in the labour leaderships in
the African continent. I would like to take this opportunity
to have your attention for the African issues, which is of
big concern to all of us; namely, the present and the future
of Africa as well as the destiny of the next generations. Of
course you’re a part of it; you suffer from the same thing
that the African citizen suffers from; you hope the same
thing that the African citizen hopes.
We live
between aspirations, hopes, desires and dreams of our
children, grandchildren and our present on the one hand, and
objective, external self deterrents on the other hand.
The
battle between our aspirations and hopes-as Africans who
want to be strong, free and united and want to have
respected standing on the ground and under the sun - and
internal confrontation and challenges, which do not want us
to realize this goal.
Africa,
as you know, is suffering from backwardness, disease,
negligence, sidelined and squandering its wealth, and
inability to utilize from this, while foreign forces drain
and exploit it, wealth and minerals are still being
exploited by external forces.
The
continent appears before the world as a poor continent; the
Africans are poor and beggars and stop at the doors of
donors asking for charity, assistance and aid in an
embarrassing seen, while the continent is not like that.
Actually, the continent is rich with its resources and
wealth. We could be the richest continent in the world, in
spite of draining and plundering, which African is being
subject to at the hands of the colonialist. Through the
painful and unfortunate seen, honestly, I clearly think that
there is an inadequate sense by the African leadership to
seriously confront the challenges.
I
always frankly tell the citizen and I don't deceit him,
falsification only harms, however difficult or bitter it may
be, the truth should be told, since the solution may be in
true knowledge.
To this
end, the decision is in the hands of the Africans. The
continent's destiny must be in the hand of about 50 African
presidents; there isn’t any popular pressure on them, to
force them to meet masses' demands. There is no regard for
the masses... This thing is absent at the level of the
African summit as well as at the level of governments.
At the
same time, you know of the public opinion in some countries
worldwide; they regard it. In some countries, the
representative councils are regarded by governments and a
number of governments in the first world, as they call it.
No one can dispose of any thing without legislators and
representative councils. If any one likes to dispose of
anything; one needs to present this thing to the
representative council. Very often, they make excuse that
the representative council did not agree, the representative
council agreed or the representative council approved and so
on.
But,
they regard the public opinion in elections, accountability
and many other things. Unfortunately, we don't have such a
thing in Africa... there is neither public opinion nor the
regard of the public opinion. Consequently, no fear from the
public opinion or parties; the reason behind is that the
parties in Africa are forged process, grudgingly imported
from west; we do not accept this kind of the party,
political system and elections.
We are
people who still live in backwardness, primitively and live
in the jungle and desert and, have no interest in elections
and don't know parties. We have tribes, if we were to allow
parties in any given African state, we would find it turning
into tribal party... we will be held accountable for parties
and elections, however, the accountability will be exposed
afterwards, as in the case of Zimbabwe, Kenya, Congo and
Somalia... in a number of African countries we saw the
reaction to the election result, tribes fighting.
Hence,
parties are tribes.
And we
did not benefit from multiparty systems and elections,
except for rebellion, massacres, problems, civil wars,
division within the same nation, just as in the countries I
have mentioned, only as an example.
Herein,
the ruler in Africa... the president, neither has regard for
public opinion nor political parties, since political
parties are not there, if his tribe is the strongest or the
largest he is assured, and if he forms an alliance with
another tribe he is assured.
Unfortunately, the African ruler does not take into
consideration that he came to serve the people, make
accomplishments or take his country from backwardness to
progress, the majority, 90% of African rulers do not take
this into consideration.
He
thinks how can remain president and how can he succeed the
next time, and if he does not succeed and he is against
this, he only thinks of his family and himself, rather,
unfortunately a large number work for himself and family.
Of
course, we've lost the historical founding leaders, who
could have built Africa, such as the leadership that
liberated Africa from the colonialists in the beginning. The
founding leadership neither thought of themselves nor their
families, they sacrificed themselves for Africa for their
revolutionary and strategic vision.
Afterwards, Africa entered into a series of military coups,
a superficial, ignorant and without any program authorities
took command, and wasted a long period of time for Africa.
After eliminating the historical leadership, the other
superficial leadership emerged, which mostly came through
military coups... generals of something of this sort, they
wasted a long period of time for Africa and without any
result.
The
following stage, was a multiparty and elections stage, those
were people how orders from abroad to make "elections and
multiparty system", while we, as we said, multiparty is the
tribe, we saw the outcome of elections...there is a civil
war following every election.
Those
who take part in politics are the "Intelligentsia" who are
in African capitals, as for the large masses that live in
the desert, jungles or forests, neither know politics,
parties, elections nor the meaning of elections.
Perhaps
they aimed to put neither these papers in these boxes that
neither knows the meaning of this box nor these papers,
where these vote papers are distributed and put in these
boxes with no awareness.
It is
well-known that elections in Africa are not true and easily
can be falsified; this kind of action causes lots of
problems. The African leaderships became thinking the same
way the contractors and employers do. They think of
themselves and of personal and family gains.
A short
number of the African presidents who are sincere to citizens
and not corruptive; and have national programs to create
development. But with the isolated regional work, we can
never make use of wealth and capabilities; consequently,
these states, leaderships or the one who brought these
programs seeks the foreign assistance, loans, donors and
similar sides. They are not able to utilize oil, gold,
uranium, rivers, rainfalls, lakes, forests, pastures or
animal wealth. They can not make use of them, because this
wealth is plundered by foreign colonialist companies. The
white man still controls lots of regions, which we think
they have already been liberated; in fact these regions have
not been liberated yet. That means false liberation and a
meaningless political declaration; economy is still in the
hand of white man; and so is the land and wealth.
This is
very dangerous, it makes Africa backward and stagnant, while
the world is changing dramatically with high attachment in
technology. Technology is in the hands of the other world,
not Africa, modern technology has an immense potential, and
nations make their life and future with it.
The
world map is shaping into large and powerful blocs,
international competition is very strong, the weaks and
dwarfs cannot join the competition battle, since competition
demands a powerful economy and a strong negotiating center,
and this can only done through large blocs.
Number
of countries of the same space merge, demography is the
essence, regardless of color, religion, gender or language.
Europe
is in a single nation and they think that a single European
state can only face the challenges of this age if it were a
part of European unity. If the powerful nuclear industrial
European country such as Germany, France, Britain or Italy
think they cannot live on their own as a national state, so
how can our weak countries in Africa can.
Europe
is shaping into what seems like a single state - they're not
a single state - single currency, the Euro force, a single
visa "Shengen", and a single central bank...etc.
North
America is basically in a large single space, instead of 50
states, as we did in Africa, since the beginning, they
formed a single nation from 50 states, consequently, they
became the most powerful country on the face of earth.
Why is
America the most powerful nation? Because instead of forming
50 countries, they formed a country from "50 states". Why
are we behind in Africa? Because instead of establishing a
single country, we have established 50.
As for
wealth, Africa is not poor, one could say America has
wealth, but Africa has riches, and the proof of this they
invaded and colonized it, they plundered its riches, and
this is what indicate that there are riches in Africa, which
they need.
Therefore, the continent attracted them to colonize and
plunder it, tomorrow we will be richer.
Europe
so transforming into a strong union or European United
States in the future or a European state, with the true
meaning of the word, instead of 27 nations.
As we
said, America is a single nation instead of 50, while Africa
is 50 nations instead of one... one headed for the north
while the other for the south and one is going up and the
other down.
Latin
America is now working, and we're instigating it, to form a
single union or a single nation.
There
is ASEAN in Asia, which consists of 10 countries... ASEAN
plus one, or plus four, or plus two, that will also in the
future be a single strong space, or perhaps form a single
nation or something similar.
There
are the independent state the "New Commonwealth"... meaning
the dismantling of the Soviet Union, but they sensed they
needed to establish another form of community or unity, the
basis is Russia, the Russian Federation is still a strong
nuclear entity.
China
is an existing space on its own.
Even
India and what surrounds it formed South Asia, in the future
conflicts between India and Pakistan would end, they are
obliged to form a single space and a single force.
The
spaces are formed or rely on a single market... one import
and one export, competing from a very powerful center, a
single defense, single security... hence integrating in all
these spaces.
Thus,
we have not yet created one country with 50 states. We will
be lagging and will be colonized once again. The ones who
are strong will come to colonize us and divide us among
them; here they have started.
Now,
Africa, for your information, is a prey; each one will have
a part of it... China wants to take Africa, the United
States wants to take Africa, Europe wants to take Africa,
even India can take Africa by intimidation or by stick and
carrots, as it is said.
America
will establish military command in Africa; this means new
military colonialism; the matter is not secret and they
don't conceal it; they reveal it. Africom means American
Military Command in Africa.
Africa
is not a state of US so that they establish military command
in it; this is because Africa is weak... vacuum… they will
fill this vacuum... they wish Africa stays in this
situation; they are powerful, why they don't take it?
China
softly entered, but the goal is the same that every one
wants to take Africa. US roughly entered... The military
bases, Africom, military interference, human rights,
democracy, which are not implemented in its territories.
China
neither speaks of military aspects nor Africom, democracy or
human rights. It does not speak of this issue. It brought
companies; nowadays, the Chinese communities are in every
African country; the plan is take some of its population to
put them in Africa, while Africans are watching and leaders
are meeting with no outcomes.
Herein,
one should head for the popular masses, you're the effective
force, and if you are actually the leadership of the African
labor you should mobilize African labor to impose African
unity.
Whenever we present a project for the establishment of a
single African government; army and currency, it’s aborted
and rolled to the next summit.
And in
the last summit, a committee of presidents was formed to
present an envisage, and when the committee presents it to
the summit, it aborted and another committee was formed to
present another envisage, and so on.
African
unity has turned into a football that gets kicked whenever
one reaches it.
The
last now, a committee of 12 presidents is supposed to meet
in the coming period to present an envisage following all
the previous envisages, of course how many committees we've
formed before the envisage of the federal government, to be
presented to the conference and to the summit, and rolled to
the next summit and so on.
The
committee consisted of seven and then to ten, and now it has
reached 12... This is new, each time the committee increases
in number. Naturally, I think if the same leadership is
there, the committee will meet in May or June, and they
might not agree on a meeting, hence they will meet on the
margins in July.
And if
they meet in on the margins of the summit and were not able
to meet in May or June, and the committee president was not
able to gather them, since everyone will say I have an
obligation, it will be a formal meeting, where they will
meet for a half hour or so next to the summit, and they will
write down on a paper saying "We have met and said so and
so"...meaning it becomes a mirage... which whenever one
tries to reach it one would find nothing.
You can
follow-up outcomes of the 12 member committee chaired by
incumbent President of the African Union, the Tanzanian
President. If God willing, this committee will set a concept
for the federal government; the upcoming summit will be held
in Egypt in July; this summit will decide establishment of
the federal government.
Sometimes, they put abortive programs - as it is expected.
They say, as of now, arrangement will be carried out to
realize establishment of the federal government in stages
and in future; this means abortion.
They do
not meet in a decisive session and finalize the issue that
the federal government will consist of that number of
ministries or secretariats; or there will be four, five or
fifteen ministers or some others; this or that person from
this state will be chosen; and these are the privileges in
order to become an executive body, which works every day to
unify the African capabilities.
In this
way, this matter must be finalized, but they don't want this
or US doesn't want this, Europe, China, France or Israelis
do not want this. Some of attendants might have received
external directives or instructions.
Each
time, enemies of Africa who always whished it to stay in
this situation to plunder its wealth are present to
implement others' will. In every African Summit: send your
inspectors and watch each African summit. Accordingly
representatives from US, France and even Israeli ambassadors
touring the conference and talking with this and that; they
walk with this and that. In order not to expose the matter
very much, they do not send the head of their diplomacy;
that means, the foreign minister. They send representatives
who have commands along with them.
For
example, we frequently see our daughter Giondai, who is an
American of African origin. She is one of the conference's
secretaries; she tours the conference; stands with this and
whispers to this; whenever she meets me, she says "oh
brother the Leader”... I don't know what... Ok "Welcome!" |
