During
the two days visit of the Russian President, the Leader of
the Revolution and his host signed in Tripoli declarations,
agreements and memorandums of understanding to promote
friendship and cooperation relations between the Great
Jamahiriya and the Russian Federation.
Were
also involved in the formal procedures Major General
Abubaker younis Jaber, Secretary of the General Interim
Committee for Defense, the Secretary of the General People's
Committee for Foreign Liaison and International Cooperation
and the Russian Foreign Minister, the Secretary of the
European Affairs at the General People's Committee for
Foreign Liaison and International Cooperation and the
Russian Minister of Economic Development and Trade, the
Secretary of the General People's Committee for Planning and
the Russian Minister for Economic Development and Trade, the
Secretary of the General People's Committee for Finance and
the Russian Prime Minister, the Minister of Finance, the
Administrative Committee's Secretary of the National Oil
Corporation and the Chairman of the Executive Committee of
Russian GasProm Company, the Secretary of the People's
Committee for Railways Implementation and Management Board
and the Chairman of the Russian Railway Company.
The
signing ceremony was also attended by the Secretary of the
General People's Committee, the Secretary of the Arab
Affairs at the General people's Committee for Foreign
liaison and International Cooperation, and the high-level
delegation accompanying President Putin.
Great
Jamahiriya and the Russian Federation signed a final
declaration to promote friendship and cooperation relations
between the two countries.
The
following is the text of the declaration:
Ø
“Rising from aspirations of the people in the two countries
to consolidate the friendship and cooperation relations in
accordance with the objectives of their foreign policies;
Ø
Realizing their role and responsibilities to ensure
international stability and security;
Ø
Seeking to establish multi-polar international system and to
develop the existing international relations based of mutual
respect to realize international prosperity and security;
Ø
Stressing their keenness on the active participation to
strengthen the central role of the UN in the international
policy and its commitment to rules of the international law;
Reaffirming their commitment to freedom, democracy and
principles of the international legitimacy and commitment to
condemn all kinds of terrorism and reject linking it to any
nation or religion; and
Expressing their readiness to boost the bilateral relations
in the different areas, the Russian Federation and Great
Jamahiriya declare the following:

Broadening and deepening the political dialogue and
developing the contacts at the different levels in all
fields of the bilateral relations as well as the
international and the regional issues of common
interest;
-
Promoting the direct contacts between the General
People's Congress and Duma Council within the
international parliamentary organizations;
-
Intensifying exchange of delegations among the social,
educational, youth and sports institutions and
broadening contacts in the humanitarian area and the
scientific cooperation;
-
Developing the dialogue among institutions interested in
energy, taking into consideration the balance of
interests of the producers and the consumers of energy
aiming to provide the suitable circumstances for further
stability in the international market of energy;
-
Developing the bilateral relations in the areas of
economy, trade, science and technology and creating the
legal, financial and economic conditions suitable for
that, taking into account promotion of the direct
cooperation among the public and private institutions
and the economic and the financial boards; and
activating the Libyan-Russian Joint Committee for
economic, trade, scientific and technical cooperation.

Deepening the bilateral cooperation in the field of
national security and defense, including activation of
consultations among the competent establishments in the
two countries and developing the military and technical
cooperation.

Unifying efforts to establish international, just and
stable system based on complete respect for the charter
of the United Nations with the common commitment to
recognition of the international legitimacy,
international obligations and principles of the
multilateral diplomacy to realize international
security.
-
Realization of cooperation at the bilateral level within
the context of complete respect for UN resolutions
regarding combating terrorism, extremism and separatist
movements resorting to violence; confronting the
international organized criminal networks, including
smuggling of drugs, psychotropic substances, arms and
poisonous, radioactive and biological materials; and
coordinating among the two countries' authorities
specialized in this field.

Coordinating and unifying efforts aiming at the active
participation in preventing armed conflicts, settling
them peacefully and in reconstruction process after
settling these conflicts in the African continent. In
this context, the two sides will support all initiatives
aiming to establishing peace, security and economic,
social development in the African continent.

Intensifying efforts aiming to establish just, permanent
peace and stability in the Middle East and bring the
peaceful solution to the Palestinian cause to retrieve
the inalienable rights of the Palestinian people.
-
Cooperating in the field of arms control, preventing
spread of weapons of mass destruction, and nuclear
disbarment; supporting all efforts aiming to make the
Middle East region free of weapons of mass destruction
and reducing the military actions in the Mediterranean
Sea so that it becomes a lake for peace, stability and
cooperation
-
Supporting all international and regional efforts aiming
to activate and deepen the dialogue among civilizations
and religions.

Rejecting all forms of interference in the internal
affairs of any country and rejecting all attempts aiming
to hurt integrity of its territories.
-
Promoting legal aspects of the bilateral relations,
taking into consideration the political, economical and
social situations in the both countries.
