The Leader of the revolution, Colonel Muammar Al Qathafi exchanged viewpoints with the secretaries of the people’s committees of the Libyan universities.

On last 15th March 2008, brother leader Muammar Al Qathafi met with the secretaries of the people’s committees of twelve universities in the Great Jamahiriya in the Syrt city which was holding the first interuniversity festival of song.

The leader took that opportunity to reemphasize on his speech during the 31st commemoration of the Establishment of the people’s authority held last March 2nd. the State will no longer be in charge of services and production, people will get the returns of oil and they have to manage their services and production on their own as they see fit with complete freedom not depending on anyone to serve them as things were in the past … Government cheats on people and people depending on government in any place in the world. We are in a Jamahiriya system and this was supposed to be from the beginning, but we said maybe we are unable to manage that in the past period, but from now on there is no excuse... People tried everything and I think they have become convinced.

As for the education, the State must no longer be in charge of running education, as of the next school year, God willing, - this year things will continue according to the existing order but as of next year the State will no longer be responsible for all educational stages. Teachers, students and parents will assume this responsibility of running all educational institutions, they will receive all assets available in these institutions and use it to serve their educational interests.

Buildings are available, regarding universities we have 12 universities with classes and lecture halls air-conditioned. All laboratories, libraries, text books will remain in the faculties and university departments. All that is the property of the people because it came from oil which is the property of the people. No one can say to the people pay me for these buildings, laboratories, halls and air-conditions, because that belongs to the people in the first place. Oil belongs to the people and from it we made these universities and their different facilities. This is the gain: That all properties and assets belong to you professors, students and parents.

Basic People's Congresses with their Communes must issue the law that organizes the relation between the professors, students and if we enter into calculations, the matter will be comfortable... and there will be no problems. I gave you here the deadlines, but the details are your job, I mean technically and from the administrative point of view.

The state will clean its hand... the State has the money of the people and now it will give back the money to the people.

In the past the duties were with the State, which vowed to take care of them even before the revolution the state owned oil as a public wealth, this is but in practice the state is serving its own and squandering and robbing the wealth of the people embezzlement and extortion become rampant.

Why we steal something which our possession? It’s like someone who has a stash of dates, he is supposed to have the freedom to eat from it the way he likes, piece by piece, by a handful or by a bowl, not to crawl to cut off light and start stealing it. That's what is happening now... the people’s monies are put in a stash that's the treasury or the central bank and we start stealing it, why? Because we, the people are not convinced that the money which is ours, is being spent on us, therefore we resort to stealing public money, forging documents and cheating in exams thus corruption becomes rampant.

Nevertheless the people are not satisfied with areas like education, they are asking where is the oil money... why should students sit on the ground in schools where textbooks and so on. The people over the last 40 years are blaming the people's committees of education and higher education.

So, please, we are sorry this is our money, give us! They request. We give it back to you and take care of your own education, but do not cheat in exams and do not falsify a certificate.

This is some thing you do for yourself, you no longer can present a certificate to the state in order to employ you... this is no longer be the case, there is no compulsion like what is going on in this demagogic practiced by the countries of the world that basic education is compulsory and also illiteracy eradication.

This boasting by the countries of the third world in particular is an unsuccessful project. Now, there is going to be complete freedom and complete rest, there will be no compulsion at any educational stage. I gave an example when I talked on the day of people's authority and I said, we suppose that a family of four or five children, one of them may say from the beginning that he is not interested in studying.

Now, at this time, hundreds of thousands may new forced to enter this educational stage and fail costing the society money, because they are not interested to take this direction, as time goes by, hundreds of thousands will become in millions. They fail because they were forced to go through the compulsory primary and preparatory education at least. Why?

What is going on in the world is demagogic, unsuccessful experiments, unsuccessful governments and the governmental theory is totally unsuccessful, that which says government, people, representatives and president while hundreds of people die for the sake of this or that president... this is nonsense ridiculous and human backwardness.

We said the world is turning but did not change and we will change it... Yes, we start with ourselves to change this society and make it a Jamahiriya society; people will come to see the shape of this Jamahiriya society. I mean, it is out of question that people say no, let the state take care of education. No… no, how it takes care of education? by money, the money is given to you, take the money of education or they say let the state take care of health, no, by what means? but oil's money, that money is given to you and you alone mind your own health.

And so is the case with the rest of services and production: The state builds house, cultivates a farm or make goods and industry, how does it make that? not at all, the state does not cultivate, you alone do that. The state is a fence. It is known that people has entities and by his decision, the society's decision. He is prepared to be able to defend itself where people are organized and trained by specialists and in case of war or attack on this free society, arms stores are to be open and all people carry arms and fight in self-defense.

Regarding internal security, people organize itself and secure itself through people's security or public security etc. There are specialists that can enable people to train on security matters in order to secure its internal security. There must be internal and external security, to defend from the outside and to have security inside.

Justice is there, there must be courts, and prosecution to protect people's rights by law. All that is to be issued by the people, not by a parliament, representing the people or by a ruler, president, king, sultan, sheikh or emperor, but by laws to be issued by the people, article by article, so that people will honor the laws that they made themselves.

Concerning the relations of this society with the outside world, it has foreign affairs entity and all external affairs are to be affiliated with it.  The state is to be in this form, other than that is to be cancelled... all this administration is to be cancelled and nothing remains other than the necessary utilities organized by the state.

If you say, passports must be issued by the state... well and the identification cards to be issued by the state... ok, even the numbers of houses and streets are to be done by the state. Then it is possible that a public entity be responsible for carrying out this process, but not according to personal desire.

There are 20 airports in Libya why there aren't 20 companies from the people... from the people who have oil money... they can do business with foreign banks… they have their own money, they can borrow and they can pay back.

He who earns 1000 LD a month, now can invest it to earn 5000 per month by investing in your earning you can come up your income to 20 or 30 thousands a year.

I mean I do not want to repeat the debate and say let the state take care of education. We are talking about education and the people in the audience are university professors. The state will as of next year take no responsibility of education. You should take care of this. Start from now reorganizing the 12 universities which have a quarter million students and between nine and ten thousand professors. They will take over in universities. The relationship between the student and the professor and between the professor and parents will be determined by law.

There will be someone who would say the student whom he teaches must pay one thousand, another one hundred and a third 3000. No not that way the law will determine the cost of education of every student at university and the parent will undertake to pay the fees which in the past he was unable to pay because money was with the state and now the state has given them to him, now he can easily pay.

Suppose professors like we have in the audience are among those who qualify for oil money distribution. One might say I have one thousand or my family has five thousand dinars why should I take pains in teaching at university?

This is possible and you might as well say I want to earn more and pursue my teaching job. This has to organize by law.

For example if a professor earns 1000 for his university job and now he is eligible for 1000 from oil money and he said he wanted to continue teaching at the university, how can this be resolved. He could be given 200 or 300, that the money which a student's parent is paying for the tuition of his son and not the state because the state has no more money. You are free... You might say give me my share and I do not want to educate him in Libya. Thus there will be no more favoritism in sending students abroad for study.

We have according to the statistics book one million students in the primary education because they are forced to enter the primary and secondary schools, compulsory by law and this is what we call injustice.

May be half of those do not want to be educated, since there are those who want to be carpenters, cook or a barber, or a musician, or artist or painter. They say they are not interested in attending primary and preparatory schools, but all they need is to learn to read and write and learn numbers only.

For example, one of your children may want to be a cook, well, let him learn how to be a good cook or may be he wants to become a musician or interested in sports or may be animals or bee breeder or a fisherman, let him free to choose what he wants to be other than being forced to go to school and finish his education.

When there is freedom and people free in this manner, there would be no compulsion, or oppression and even psychological disease. Each would pursue the kind of work he is interested in from the very beginning and according to his capabilities and personal tendencies without being forced.

Thus we will not see 1 million squeezed against their consent in the primary education... one million against 400000 teachers. It will be total freedom, I mean people would not engage in the traditional educational institutions that exist... someone would say he wishes his son to learn medicine, bring a physician to house or go to the clinic or elsewhere, another says the same thing, therefore there will be no crowded colleges like now... How many students sit in one classroom... why you have done this... why squeeze so many pupils in one classroom?

There could be few or no students in a classroom. A doctor would ask students who wanted him to teach them medicine to buy the necessary materials and a lab, that previously purchased by the university which is the state. Another would say look what they have done, let us do the same in our street why should we pay the college when we can pay the doctor. There will be no more cheating no forgery.

There are according to the statistics before me a quarter million students in universities and from nine to ten thousand professors...

The Leader:  Good, but there are foreigners and others who will leave there loss. To make the process simpler suppose we have 250000 students each to pay 1000 LD there will be a total of 250 million LD. Every student pays 1000 because he has money from oil that was previously with the state.

10000 professors to receive the 250 millions. That means each professor to earn 25 thousand LD which unthinkable even in Scandinavia. Theirs could be the highest income from a university professor in the world.

In the countries where people who earn more do not anticipate subsidized goods or services. The support staff in such situations would need funds as well. Yes they too will have their share of oil money in exchange.

You may argue that the new facilities need maintenance. It is possible that 5000 could be deducted from the 25000 a professor would earn to allocate for such expenses.”
