The resolution
issued by the congress at the end of its meetings in the
frontline of Syrt city for the drafting of the resolutions
of the Basic People’s Congresses Session of the year 2007
issued resolution No: 9 for the year 2008
The General People’s Congress in implementation of the
instructions of the Leader of the Revolution during his
speech to the General People’s Congress on the 31st
anniversary of the proclamation of the establishment of the
people’s authority;
And after reviewing the law No: 1/2008 regarding the system
of work of the People’s Congresses, People’s Committees and
its executive order, has decided:
Article No 1
The following committees are to be established:
1. The Budget Committee to be established as follows:
1. Secretary of the
General People’s Congress
2. Secretary of the People’s Committees Affairs at the
General People’s Congress
3. Secretary of the National Planning Council
4. Secretary of the General People’s Committee for Financial
Auditing Body
5. Secretary of the General People’s Committee
6. Assistant Secretary of the General People’s Committee
7. The Governor of Central Bank of Libya
8. Secretary of the General People’s Committee for Planning
9. Secretary of the General People’s Committee for Finance
This committee assumes the
study and the review of financial allocations for the
general budget items for the year 2008 and the projects for
implementation, the strategic projects for implementation on
the 40th anniversary of the Great Al Fatah
Revolution, the required monetary flows, the revision of
existing contracts, and transferring the surplus in the
allocations in the above-mentioned two items to the
programme of wealth distribution.
2. The Committee for the
Distribution of Wealth to be formed as follows:
1. Secretary of People’s Congresses Affairs at the General
People’s Congresses
2. Secretary of the Affairs of Professional Unions,
Federations and Associations at the General People’s
Congress.
3. Secretary of Women's Affairs at the General People’s
Congress
4. The Governor of Libya's Central Bank
5. Secretary of the General People’s Committee for Planning
6. Secretary of the General People’s Committee for Finance
7. Secretary of the General People’s Committee for Social
Affairs
8. Secretary of the General People’s Committee for Culture
and Information
9. Secretary of the Committee for the Administration of the
General Board for Information and Documentation
10. Secretary of the Committee for the Administration of the
Economic and Social Development Fund.
11. Secretary of the People's Committee for the
Social Solidarity Fund
This committee assumes the
following:
a. Laying down the general framework for the wealth
distribution programmes
b. Identifying the targeted families in the programmes
c Laying down proposals regarding the shape of each
individual and family
d Laying down an intensive media programme to explain and
clarify the programme for the distribution of wealth for the
masses of the Basic People’s Congresses
3. The Committee for the
new administrative structure to be formed as follows
1.Secretary of Foreign Affairs at the General People’s
Congresses
2. Secretary of Legal Affairs and Human Rights at the
General People’s Congress.
Secretary of the General People’s Committeesfor the peoples
inspection and auditing service and control
4. The National Security Adviser
5 Secretary of the General People’s Committeesfor Education
6 Secretary of the General People’s Committeesfor Manpower
Training and Employment
7 Secretary of the General People’s Committeesfor Justice
8 Secretary of the General People’s Committeesfor Higher
Education
This committee assumes the
following:
a. To lay down the outlook for the new structures in line
with the instructions of the Leader of the Revolution;
b. To define the authorities related to external activities
and propose their restructuring.
4 The Legal Committee to
be formed as follows:
1. Secretary of Legal
Affairs and Human Rights at the General People’s Congress
2. Secretary of the General People’s Committee for Justice
3. Head of the legal department at the General People’s
Committee for Justice
4. Director of General Department of Legal Affairs at the
Secretariat of the General People’s Congress.
5. Director of the General Department for follow-up of
People’s congresses at the Secretariat of the General
People’s Congress
6. Director of the General Department for Legal Affairs
Sessions at the General People’s Committees
7. Director of the Department for Secretariat Affairs and
sessions at the General People’s Congress
8. The Director of the Legal Office at the National Security
Council
This committee assumes the
revision of legislation related to the administrative and
organizational structures and submitting the necessary
proposals in that respect and preparing a draft legislation
for re-structuring the National Planning Council in
accordance with the instructions of the Leader of the
Revolution in his speech to the General People’s Congress
marking the 31st anniversary of the declaration
of the people’s authority.
5 Committee for Economic
Activity to be formed as follows:
1. Secretary of People’s
Committees Affairs at the General People’s Congress
2. Secretary of the Financial Audit Body
3. Assistant Secretary of the General People’s Committees
4. The governor of the Central Bank of Libya
5. Secretary of the General People’s Committees for Planning
6. Secretary of the General People’s Committees for Finance
7. Secretary of the General People’s Committees for Economy
Trade and Investment
This committee assumes the
revision of legislation related to the economic activity and
the submitting of proposals regarding its re-organization in
accordance with the instructions of the Leader of the
Revolution in his speech to the General People’s Congress
marking the 31st anniversary of the declaration
of people’s authority.
Article 2
The committee for legislation and the Committee for Economic
Activity are to submit the outcome of their work to the
Secretariat of the General People’s Congress on a date in or
prior to the month of May 2008.
The remaining committees are to submit the results of their
work to the Secretariat of the General People’s Congress in
or before September 1st 2008.
The committees may seek the assistance of those deemed
suitable in order to accomplish their mission.
Article 3
This resolution is to be enacted as to the day of its issue
and publication in the legislations register.
